1. General

In the course of their activities, Roularta Media Group (located at Meiboomlaan 33, 8800 Roeselare, registered in the Crossroads Bank for Enterprises with number 0434.278.896) and its subsidiaries (hereinafter collectively "Roularta", "we", "us") use personal data from our customers, prospective customers, participants in our events (e.g. competitions, quizzes, campaigns, etc.), visitors to our websites and apps, as well as personal data from our suppliers. It is important to us that we only use this personal data in accordance with applicable law.

With this privacy policy, we want to give you the best possible information about what data we collect, why we do it, and how you can control it.

Roularta reserves the right to amend this privacy policy, provided we notify data subjects (e.g. via its website, or by e-mail). Changes will take effect automatically and immediately after publication.

2. Collection of personal data

By 'personal data' we mean data relating to an identified or identifiable natural person that (i) you give to us yourself (ii) we assign to you for the use of our products and services (iii) we obtain through the use of our products and services (iv) we have received through third parties.

2.1 Expressly communicated personal data:

Certain personal data must be explicitly communicated to us by you such as for taking out a subscription, purchasing products, using some parts of a website or app, registering for an event, participating in a competition or promotion or creating a user account or registration.

Depending on the service used, these may include the following categories of personal data:

  1. Name, first name, address, gender, date of birth, language preference or age.
  2. Postal address, postal code, city, e-mail address, telephone number, mobile phone or mobile number
  3. Bank account number
  4. Professional data (profession, function, ...) or data relating to studies or training if these may be relevant in view of the nature of the publication or service.
  5. Data relating to the taking, renewal, modification or termination of a subscription (including the reason for termination of the subscription).
  6. Any preferences or interests you express through registration or participation forms, social media, promotions, websites or mobile applications, competitions, etc.
  7. Responses to requests for feedback on our products and/or services as part of satisfaction or market surveys.
  8. Where relevant: financial data and data relating to your creditworthiness.

We do not process sensitive data such as, among others, data about your racial or ethnic origin, political opinions, religious or philosophical preferences, sexual preferences and health.

You guarantee that the data you communicate are correct and complete. Communicating incorrect data or data belonging to third parties may result in the user being temporarily or permanently denied access (in whole or in part) to Roularta products and services.

2.2 Personal data collected by automated means:

Other data are collected automatically when using our websites, apps or other digital applications, through the use of cookies or other systems that record information such as IP address, device or device used, use of the site or application, browser language and type, etc. Some applications, websites or apps require you to identify or sign in before using the application.

Depending on the service or application used, this may include the following data:

  • If you log into one of our websites or apps using your user account from a social networking site (Facebook, Linkedin, Twitter, etc.), we can extract information from this - provided you have given your consent - for the profile created on our website.
  • When using digital applications (websites, tablet or smartphone applications, etc.), the following can be recorded: 
    • Location data: this data allows us to determine (approximately) the location where you are.
    • Time, frequency and duration of use
    • How you use our newsletters, websites or what articles, videos, photos, pages you view, read or share.
    • How you arrived at our website (via which referrer or keyword)
    • Whether you are a user of adblocker software when visiting our websites
    • Which device, system software or browser you use

We use this data, among other things, to provide you, the customer, with a better and personalised experience and to customise and improve our offers and products.

To the extent that we collect this data through online technologies that collect or store data on your device, such as pixels and cookies, our cookie policy https://www.roularta.be/nl/cookies applies.  We therefore encourage you to read this cookie policy.

2.3. Personal data obtained from third parties.
  • We use additional data originating from external data partners (such as Black Tiger Belgium SA) to confirm or validate the data present in our own database and/or to improve its quality by formatting, standardising, correcting, supplementing, updating (e.g. by providing a new address after a move) and/or internally linking (matching) this data.  For example, we may ask these partners to "match" the data in our file in order to link them to one and the same person (and in the case of conflicting data, to keep the most likely one). For example, if the partner has in its file the data "Mrs Sofie Vandenbos, Bosstraat in 1000 Groenbos, tel: 01.123.45.67, sofie@skynet.be" and finds in our file, on the one hand, "Mrs Vandenbos" and her postal address and, on the other hand, sophie.vandenbos@skynet.be and the phone number 01.123.45.67, the partner will point out to us that this is the same person.   • We further receive from:
    • the DNCM asbl periodic overviews of persons on the Bel-me-niet-meer list (www.bel-me-niet-meer.be) (see more on this in section 10 of this privacy policy).
    • The Belgian Direct Marketing Association (BAM asbl) periodic overviews of people who do not wish to receive commercial letters or mailings (the so-called robinson list (www.robinsonlist.be)). As a member of the Belgian Direct Marketing Association, Roularta takes this into account when approaching non-customers.

3. Storage and access to personal data

Personal data thus expressly or automatically communicated or collected will be included and processed in our database.

Roularta is the data controller of this personal data. Insofar as this is useful for achieving the purposes described in point 5 of this privacy policy, the personal data can also be accessed by the companies and subsidiaries within the Roularta group such as: Roularta Healthcare, Roularta Media Nederland, Belgomedia, CTR Media, Studio Aperi Negotium, Belgian Business Television, Regionale Media Maatschappij, De Woonkijker and Regionale TV Media.  See group structure at: https://www.roularta.be/nl/over-roularta/structuur.

Roularta will retain your data for no longer than is legally permissible and than is necessary for the purposes stated in this privacy policy.

The following retention policy applies to data of subscribers, readers, registrants or recipients of newsletters of any of our publications:

  • for tax reasons, subscribers' data are kept for 7 years after the end of the subscription.
  • for non-subscribers, buyers of single products, readers, registrants, participants in competitions, recipients of newsletters, participants in our events, data will be deleted if there has been no further interaction with the data subject in the last 5 years.

 

4. Processing of personal data

The data collected as described above may be combined to better tailor our offers, products and/or services to your personal needs. Your personal data may be enriched or supplemented with additional data, either publicly available or from external partners or data suppliers.

'Processing of data' means any processing of personal data. The term 'processing' covers, inter alia, the collection, recording, organisation, storage, updating, alteration, retrieval, consultation, use, dissemination or making available by any means, alignment, combination, archiving, erasure or ultimate destruction of personal data.

We process personal data for various purposes, each time processing only the data necessary to fulfil the intended purpose.

We use personal data:

  • When we have obtained the data subject's consent.  In this case, we process your personal data for the specific purposes for which we have obtained consent. For example, we only send direct marketing e-mails regarding our partners' products and services after we have obtained the data subject's consent.
  • As part of the performance of a contract, for example a subscription to one of our publications, a purchase of products or the performance of a service you have requested.
  • To comply with legal or regulatory obligations to which we are subject, e.g. tax obligations.
  • When Roularta has a legitimate interest in doing so, in which case we always seek to strike a balance between that interest and respecting the privacy of the data subject.  Roularta considers the following processing operations to be necessary in the context of its legitimate interest :
    • Direct marketing, in particular promotional communication via e-mail, telephone, post, advertising or other channels
      • to existing customers and subscribers with a view to offering
        • Actions, promotions, event invitations, offers and benefits emanating from the title(s) to which they subscribe
        • Subscription offers of other similar titles from Roularta
      • to visitors to events when they had registered at a previous similar event
    • Direct marketing for prospecting purposes: specifically, promotional communication via telephone, mail, advertising or other channels to prospects. 
    • To collect and combine personal data to build a profile based on the likely preferences and interests of customers (such as subscribers) and prospects (such as non-paying visitors to websites) and then use this profile to personalise offers through direct marketing, digital applications (such as websites or apps) or targeted advertising.
    • The distribution of a publication to a defined target group that receives the magazine free of charge (controlled circulation).
    • Trade information management: the Trends Business Information (TBI) business unit processes business-to-business data on companies with the aim of making it available to other companies via print, online and digital, so that they are able to reduce their financial risks, engage in fraud prevention, comply with the legislation in force in relation to money laundering, etc.  In addition, TBI collects data from business professionals made available to our clients for marketing and data management purposes. 

5. Purposes of processing personal data

Where permitted by law, we collect and process personal data for the following specific purposes:

  • Providing products and services:
    • Managing customer records for the purpose of delivering products or providing services, such as managing your subscription, shipping and delivery of a purchased product, or managing registrations for an event, competition or seminar, drawing winners in competitions in which you have participated.
  • (direct) marketing:
    • To contact you for marketing purposes and to inform you about (new) products, services, competitions, promotions and offers.
  • Personalisation and targeting
    • Matching our website(s), newsletters, digital applications and in particular advertisements to your preferences or profile.
    • To send you targeted offers and promotions, matching your preferences or profile, or to avoid sending you the same message several times through different channels.
  • To combat fraud and/or misuse of our digital platforms and applications.
  • Market research and analysis
    • We may use your data and consumer profile to evaluate and improve our products and services.
  • To comply with our legal obligations.
    • We may be required by law to retain and/or disclose certain personal data about you to government authorities. For example, in the context of a police or judicial investigation, we may be required to communicate certain data to the necessary authorities in a confidential manner.  Another example: pursuant to our tax obligations, we must keep subscribers' data for 7 years after the end of the subscription.
    • To track studies, tests and statistics, for trend analysis, among other things.
      • ​We may use anonymous, aggregated data to, for example, report internally and externally on the use of our services, such as how much use was made of certain websites, apps or digital services, or watched certain programmes or channels. The data used for this purpose cannot be traced back to the level of an identifiable individual. We use the information obtained from these analyses to evaluate our current portfolio of products and services and our processes, and to adapt them based on new developments.
    • New purpose

      • We may use anonymous, aggregated data to, for example, report internally and externally on the use of our services, such as how much use was made of certain websites, apps or digital services, or watched certain programmes or channels. The data used for this purpose cannot be traced back to the level of an identifiable individual. We use the information obtained from these analyses to evaluate our current portfolio of products and services and our processes, and to adapt them based on new developments.

6. Minors

We ensure that minors' privacy is protected and we encourage parents to be actively involved in their children's online activities.

Roularta will not knowingly or intentionally collect personal data from minors.

Roularta encourages minors, if they visit our websites, to inform their parents about their online activity and ask their opinion before sending personal data to Roularta.

Roularta encourages minors, if they wish to create an account, to read this privacy policy carefully with their parents beforehand.

We recommend minors to use a pseudonym rather than their real name in their e-mail address. We also advise minors to provide only the data necessary for the online use of our products and services.

Parental consent is also required for applications for subscriptions, products and services offered by Roularta through our websites.

7. Security of your personal data

Roularta takes appropriate and necessary organisational and technical security measures to protect your personal data and privacy in order to prevent the loss, unlawful use or alteration of your personal data. The number of employees of our company with access to your personal data is limited and carefully selected. These employees are granted access to your personal data to the extent that they need that information to properly perform their duties.

Our websites sometimes include links to third-party sites (for example: social media, organisers of events we sponsor) whose terms of use do not fall within the scope of this privacy policy. Please read carefully their policies on the protection of your personal data.

8. Transmission of personal data

We do not sell or transfer personal data to third parties or commercial partners unless:

  • to our legal successors and other companies within Roularta Group (such as subsidiaries and sister companies) for the purposes set out in this privacy policy.
  • the transfer of your data is necessary for our services: for some aspects of our products and services we work together with third parties or engage subcontractors. Your data are only passed on for the same purposes as Roularta itself. We ensure that these third parties, like us, manage your data securely, respectfully and with due care.
  • Your personal data may, as part of our legitimate interest, be communicated to independent data controllers to help them provide their clients with data quality services. These third parties will only use this data to confirm or validate their data or the data provided by their clients and/or to improve its quality through formatting, standardisation, light correction and/or internal linking (matching) of this data, for the sole purposes of: Complying with (or helping their clients to comply with) Article 5.1d) GDPR, which requires the data to be accurate and updated as necessary, and/or assist their clients in carrying out identity checks of individuals for the purposes of anti-money laundering, national/public security, crime prevention and detection, fraud prevention, debt/asset recovery and asset reunification, and/or carrying out pre-employment screening. One of the data quality specialists we work with is Black Tiger Belgium NV, located at 1070 Brussels, Researchdreef 65. Its dedicated GDPR webpage https://avg.blacktigerbelgium.tech further informs you about the processing it does with the personal data it collects, your GDPR rights and how to exercise these rights.
  • When you enter your e-mail address on our website (to log in, or sign up for a newsletter, or similar), we may share personal or other information we collect from you, such as your e-mail address (in encrypted, pseudonymous form), IP address, or information about your browser or operating system, with our partner LiveRamp, Inc. and its group companies. LiveRamp's privacy policy and opt-out can be found here: https://liveramp.fr/privacybeleid-voor-onze-producten-en-diensten/. LiveRamp uses this information to create an online identifier that allows us to recognise you on your devices. This code contains no identifiable personal data about you and will not be used by LiveRamp to re-identify you. We place this code in our cookie or use a cookie from LiveRamp and allow it to be used for online and cross-channel advertising. The code may be shared with our advertising partners and other third-party advertising companies worldwide to show you targeted advertising based on your interests (e.g. via websites, e-mail, smart devices, in apps, etc.). These third parties may in turn use this code to link demographic or interest-based information you have shared with them during your interactions. We always offer you the choice of whether or not to consent to our use of LiveRamp cookies and our sharing of this data with LiveRamp for the above purposes.
  • there is a legal obligation to transfer data or at the request of authorities (e.g. judicial authorities or police forces).
  • to our suppliers of IT-related services, e.g. Basedriver;
  • To our suppliers of services related to customer relationship management (CRM), e.g. BlueConic;
  • to our providers of data-related services, e.g. Black Tiger Belgium NV.
  • you give us permission to do so.

If Roularta should pass on personal data to third parties in any other way than that mentioned above, this will be done with an explicit communication in which you are given an explanation of the third party, the purposes of the transfer and the processing. Where legally required, we will obtain your explicit consent for the transfer. You also have the option to object at any time.

The transfers described above may result in your personal data being transferred to countries located outside the European Economic Area (the EEA includes all EU Member States as well as Norway, Liechtenstein and Iceland) which, according to the EU Commission, do not provide an adequate level data protection.  For example, in the context of the transfers described above, your personal data may be transferred to the United States of America.  Before transferring your personal data to such a country, we ensure that, in accordance with European data protection legislation, we take measures to ensure that your personal data still receive an adequate level of protection.  These measures may include, for example, the conclusion of a data transfer agreement between Roularta and its partner incorporating the model clauses approved by the EU.

9. Right of inspection and correction

You have certain rights in relation to the personal data we hold about you. These privacy rights can be exercised by contacting us as set out under point 9:

  • you have the right to access the data we hold about you - this is because we want you to be aware of the data we hold about you, and to enable you to check that we are processing your data in accordance with applicable data protection laws and regulations;
  • if your data is incorrect or incomplete, you have the right to request the correction of your data;
  • you have the right to block or stop further use of your data under certain circumstances. When processing is restricted in this way, we may still store your data, but no longer use it;
  • you have the right to request that your data be deleted or removed from our systems under certain circumstances;
  • if our processing of your personal data is specifically based on your consent, you have the right to withdraw this consent at any time. This includes, inter alia, your right to withdraw your consent to the use of your data for direct marketing purposes. Please also see point 10 below in this regard;
  • you have the right, under certain circumstances, to obtain your data from us in a structured, common and machine-readable form so that you can reuse it for your own purposes for different services;

When you exercise your privacy rights, for the security and confidentiality of your personal data, we need to be sure that it is you who is exercising your privacy rights.  Therefore, we may apply two-step verification by asking you to confirm your identity via a verification e-mail (which we send to an e-mail address known to us) or a code that we send you by SMS (to the mobile number known to us).

Roularta has 30 days to respond to your application. Please note that this period only starts when Roularta has received your application and has all the required information to fulfil your request.

10. Right to oppose to the use of your data for direct marketing or commercial purposes

You always have the right, without giving reasons, to object to the use of your personal data for direct marketing purposes, and to the transfer to third parties.

If you tell us your postal address:

  • You can receive periodic mailings from us in the future, with information on products, services and events.
  • You may receive mailings from commercial partners offering products or services that might interest you.

If you do not wish this, contact us at privacy@roularta.be, please include your exact name and address.

If you no longer wish to receive letters or mailings from any company, you can subscribe to the Robinson list: www.robinsonlist.be. As a member of the Belgian Direct Marketing association, Roularta takes this into account when approaching non-customers.

If you give us your telephone or mobile phone number:

  • You can get phone calls or SMS from us, with information about products, services and upcoming events.
  • You can be contacted by phone by other companies with whom we are contracted.

You may receive e-mails from us, containing information on products, services and events. If you are not an existing customer of ours, we will send the commercial or promotional e-mails only after you have given us your prior consent.

  • You can unsubscribe from further commercial or promotional e-mail via the unsubscribe link provided in every e-mail campaign (at the bottom of the e-mail). An unsubscribe link is also provided each time in editorial newsletters.

11. The cookie policy of Roularta Media Group

Roularta Media Group uses online technologies that enable us to improve the user experience for visitors to our websites and applications, so that we can make our online services as interesting as possible for you. This also allows us to learn more about your use of our websites and applications and your preferences and interests. Exactly how we may use this information is up to you through the cookie settings on our websites and applications. The online technologies that collect or store data on your device, such as pixels and cookies, are referred to below as "cookies" for convenience.

At Roularta Media Group, we consider the protection of the privacy of our customers, subscribers, readers, viewers and surfers important. Therefore, we do our utmost in this cookie policy ("Cookie Policy") to explain to you in clear and understandable language which cookies we or our partners use, why we or our partners do so and how you can manage your own cookie settings to control these cookies.

To reach a wider range of advertisers, Roularta Media Group also participates in the IAB Europe (Interactive Advertising Bureau) Transparency & Consent Framework “IAB TCF”) whereby specialised advertising partners deliver and measure (personalised) advertisements and content. Those advertising partners place their own cookies on Roularta domains and thus gain access to the target groups managed by Roularta. 11.2. Where does Roularta use cookies?

Roularta uses cookies on all its websites and applications. 11.3. What are cookies?

During a visit to Roularta websites or applications, cookies and pixels may be used which store information on your device (PC, laptop, smartphone, tablet, etc.) or which gain access to information already stored on your device:

  • Cookies are small text files that are stored when you visit and use our websites and applications. Among other things, cookie files contain unique codes that allow the website or application to recognise your browser and, for example, to remember your language preferences or the number of articles you have read.
  • Pixels are (invisible) graphic files contained in a web page or an e-mail.  They are used to gain insight into the use of our websites and applications and when opening and reading our information sent by e-mail. 11.4. Where do these cookies come from?

Roularta makes use of two types of cookies:

  • First party cookies are cookies that are only placed by the Roularta domain. Roularta mainly uses first party cookies to improve the user experience on Roularta websites and applications. They control, amongst others, the technical part of the website and remember certain things about the visitor, such as the language choice, the visited page and the time the visitor spends on the website. Only Roularta has access to the information stored in these cookies.
  • Third party cookies are cookies that are placed or managed by a third party on another domain, and therefore not by Roularta itself. With these cookies, the third party placing the cookie has access to the data contained in the cookie. These are, for example, cookies from advertisers and social media (e.g. Google and Facebook). Through the cookie settings tool on our websites and applications, you can easily manage your preferences regarding these third party cookies. You can therefore choose which third-party cookies may be placed on your device.
11.5. What cookies do we use and for what purposes?

The cookies placed on our websites and applications can be divided into the following categories:

Essential cookies are necessary for our websites and applications to work properly and be user-friendly, and to enable access to our online services. Without these cookies, our websites and applications cannot work properly. These cookies are therefore always set and do not require your consent.
